Hat veils like this were worn both to veil the face modestly and also around the hat, off the face, to decorate the hat and facilitate flirtatious glances. The color of this one is particularly attention-getting. The motifs and their linear configuration, standard on veils of this type and period, show influence of Indian textile patterns.
