A good example of the kind of women's neckwear popular in the late 19th and early 20th centuries, the luxurious sensibility of this jabot softens the look of the more masculine skirt and jacket it would have been worn with. The shamrocks and 5-petalled flower heads are traditional forms used in this type of lace.
