An elderly naval officer begins to climb a ladder, which is held by a woman more than twice his height. He holds a telescope and wears a ribbon inscribed "Death or Victory." A ribbon on her hat is inscribed "England expects every Man To do his Duty." This state lack's Tegg's name.
