It is a remarkable story — War Council of the American Red Cross

World War I poster. At the beginning of World War I, the American Red Cross was a small organization, still in the process of developing its programs and identity. The US entry into the war in 1917 spurned a period of growth for the Red Cross. Reeling under the demands of the national war effort, President Woodrow Wilson appointed a War Council to direct the Red Cross, with Henry P. Davison as the volunteer chairman. By the time the war ended in 1918, the Red Cross was a major national humanitarian organization.
